An institutional theory perspective

摘要： A project-oriented organization is a hybrid form of organization where a functional hierarchy is augmented with structures to manage projects strategically across the organization. Six project-oriented organizations from diverse industries that emphasize innovation in their strategies were selected for this study. We use the three pillars of institutional theory — regulative, normative and cultural-cognitive — and institutional entrepreneurship to analyze interview data from executive and project, program and portfolio management personnel in the project-oriented organizations to investigate how innovation is facilitated through external influences and internal responses. Our findings indicate that processes and new structures provide effective ways for innovation and, while individuals are important, processes are more effective than individuals at enabling innovation. We put forward some lessons for practice that emerge directly from the findings, including suggestions on improving allocation of resources, a need to focus on processes, reconceptualization of “failure”, and dedicated investment in market knowledge, customer knowledge, performance metrics and flexible governance structures.

Grasping institutional complexity in infrastructure mega-projects through the multi-level governance

摘要： This study analyzes the design and operation of multi-level governance system for the smooth delivery of infrastructure mega-projects with high institutional complexity caused by market transition. From an institutional perspective, this study scrutinizes the structure, elements, and dynamics of the governance system of infrastructure mega-projects and then proposes an integrative framework based on the inductive case study of the Hong Kong-Zhuhai-Macao Bridge mega-project. Multiple evidences of archives, field studies, and interviews related to the case project are triangulated to further analyze the institutional effects, specifically those with government logics and market structures, on the design and operation of the three-level governance system. Results reveal that the co-evolution between governments and markets in China has shaped the vertical levels of the mega-project governance system and has further affected their evolution and operation across various stages of project development. This study contributes to the rapidly emerging research on complex system governance by proposing a systematic model of three-level mega-project governance to enhance the timely delivery of infrastructure mega-projects within budget.

INTEGRATION FOR SUSTAINABLE AGRICULTURE IN CHINA: THE HISTORY OF STATE POLICY GOALS, REFORM OPPORTUNITIES AND INSTITUTIONAL

摘要：

This paper examines the historical evolution of crop-livestock integration in China with a specific focus on its role in mitigating non-point source pollution. Extensive examination of existing literature has unearthed the roots of crop-livestock integration dating back to the Western Zhou Dynasty (1046 to 771 BCE), ultimately culminating in a multifaceted and intricately interwoven system of rural development policies seen in contemporary China. This paper identifies and characterizes four distinct stages in the historical trajectory of crop-livestock integration: the era of self-sufficient subsistence production in traditional times (1046 BCE to 1948); the period where crop-livestock integration emerged as a pivotal strategy for augmenting grain and meat production under collectivist policies (1949‒1977); the phase marked by the industrialization and expansion of the livestock sector during the early years of economic reforms (1978‒2011); and the present era in which crop-livestock integration is harnessed as a mechanism for pollution control and ecological preservation in contemporary China (2012 to present). This paper illuminates the diverse contributions of crop-livestock integration in different epochs of rural development within China, which contributes to a nuanced and more theoretically grounded comprehension of circular agriculture. This understanding has the potential to be leveraged to promote sustainable rural development in broader contexts.

我国生态文明治理能力建设制约因素与制度改革任务分析

本文从生态文明建设与经济、政治、文化、社会建设五位一体的角度对我国生态文明治理能力建设的制约因素与制度改革任务进行了系统分析，研究探讨了生态文明治理能力建设的内涵、目标与建设框架，从法治、体制、机制等方面总结分析了我国生态文明治理能力建设的现状和制约因素，并针对这些问题围绕法治建设、体制改革、政府管理、市场运行、公众参与、文化引导分析提出了制度改革的重点任务。

秦巴山脉区域水资源经济可持续发展研究

摘要：

水资源的安全问题及其可持续发展是秦巴山脉绿色循环发展的关键环节，对寻求区域绿色循环发展路径具有重要意义。本文梳理了秦巴山脉区域内节水型社会建设、农村饮用水安全保障、水资源费改税及水权试点建设等发展现状，分析了水源利用、用水意识、污染治理、资源改革等方面面临的问题；依据国家相关规划，提出了以节约优先、完善机制、科技支撑为主的区域水资源经济总体发展思路。研究给出了秦巴山脉水资源经济可持续发展的战略对策：落实国家节水行动方案，提高非常规水源利用率；完善农村污水处理设施建设，加强农村饮水安全保障；推进水价体制改革，完善水权制度建设；依托资源优势，创新水经济发展模式。通过协调统筹“水资源– 水环境– 水生态– 水产业– 水文化”，支撑实现秦巴山脉水资源经济的可持续发展。

我国天基信息系统发展现状及未来展望

摘要：

作为获取信息资源的重要手段，天基信息系统服务于国防和经济建设，正朝着一体化、动态化、实时化、智能化方向发展。本文立足中国航天长远发展，以文献调研、专家咨询为研究手段，详细开展国外天基信息系统发展现状梳理与总结；凝练我国在本领域的政策、产业、装备和技术发展情况，并对天基信息系统的未来发展趋势进行概括；重点分析了我国天基信息系统面临的体制机制、政策保障、技术能力、产业发展等短板问题。研究建议，完善体制机制来统筹协调天基信息系统资源，健全法律法规来引导天基信息系统产业发展，突出技术创新来建设天基信息实时服务系统，创新发展理念来构建天基信息实时服务。

珠江三角洲地区生态文明建设提升战略研究

摘要：

生态文明建设是国家发展战略，研究经济发达地区生态文明建设的经验模式与提升策略，对发挥带动和示范效应、推进全国生态文明建设具有重要意义。本文以珠江三角洲（珠三角）地区的生态文明建设为案例，系统梳理了生态空间格局、生态环境质量、生态文明制度、经济环境协调发展等方面取得的成效，总结提炼了生态文明建设的创新模式；在深入分析区域生态文明建设面临挑战的基础上，针对性提出了发展目标与发展路径，以期为我国经济发达地区的生态文明建设提供基本参照。研究建议，提升国土空间保护修复水平，推动珠三角地区率先实现碳排放达峰，以科技创新引领绿色低碳高质量发展，促进天蓝地绿水清，使环境得到持续改善，营造美丽宜居与生态文明新风尚，以此构建生态文明制度创新高地。

基于生态文明的村庄建设用地规划策略研究

摘要：

土地高效利用是生态文明建设的重要内容。面对我国城镇化水平日益提高，村庄建设用地总量不减反增和效率日益下降的客观现实，通过深入剖析其产生的原因，得出我国村庄数量、宅基地、集体建设用地等缺乏合理的规划引导的结论，从而导致村庄建设用地的低效利用。在此基础上，提出“分类对待，减少总量”“集约利用，优化存量”“因地制宜，控制增量”的村庄建设用地规划策略，并依托实践案例阐释规划策略的方法论。结合村庄建设用地规划策略与实践，完善村庄建设用地规划的制度保障；通过提出规划策略与完善制度保障，提升村庄建设用地的使用效率，加速生态文明建设。
